Jamil Akhtar was born in 1959 and obtained B.Sc(Hons), M.Sc and Ph.D. Worked briefly at Bharat Electronics Ltd (BEL) Ghaziabad as Planner-B and moved to CSIR-CEERI, Pilani in 1980 on CSIR Fellowship. In 1983 he was appointed as scientist for R&D in Semiconductor Devices and Technology and subsequently reached to the grade of Chief Scientist and established Flexible and Non-Silicon Electronics Group (FlexEANS@CEERI) at CSIR-CEERI, Pilani. He officiated as Director CSIR-CEERI Pilani intermittently. Superannuated in March 2019 from CSIR-CEERI, Pilani and joined Manipal University Jaipur (MUJ) as Director & Professor in School of Electrical, Electronics and Communication (SEEC) Engineering under Post Retirement Engagement (PRE) scheme. He was also associated with Academy of Scientific and Innovative Research (AcSIR) New Delhi as Professor and coordinated Advanced Semiconductor Electronics Course at CSIR-CEERI, Pilani. He visited Technical University of Munich, Germany as DAAD fellow in 1991. He was associated to School of Physical Sciences J.N.U., New Delhi as research fellow during 1998-2001. He has been involved in a number of projects sponsored by DRDO, DAE, ISRO and CSIR and completed successfully with designated deliverables. He has been instrumental in imparting Hands-on-Training in MEMS at CSIR-CEERI Pilani under NPMASS program to faculties from Engineering Institutions and Universities. His passion is to develop working prototypes. He participated in the first Leadership Development Program (LDP) of CSIR New Delhi at HRDC Ghaziabad. Also served as Advisor in UPSC New Delhi for Indian Engineering Services (IES).
His research capabilities include; technology of X and W-band silicon based IMPATTs and BARITTs, Numerical techniques for device simulation, Microelectronics and MEMS based device technologies and Selective Swift Heavy Ion (SHI) assisted techniques for nanostructure formation in single crystalline silicon. Silicon Carbide (SiC) technology for high energy particles has been established to be the first in the country. Ultrasonic Micromachining (USM) in MEMS, Ploysilicon by e-beam evaporation and Silicon nitride and oxides thin films by reactive co-sputtering are novel processes developed. Soft magnetic nano composites thin films and ferrite based devices for high frequency applications are additional activities. A silicon fab-line was also coordinated under 1000 class clean conditions. Diamond detectors development for high energy and health care applications, Laser micro-machining, Piezoelectric thin films processes, Flexible Electronics and microfluidics are recent R&D activities
He has academic interactions with Central Universities, IITs, NITs and many other Indian Institutions. Internationally he is involved with BINUS University, Jakarta, ITB Bandung, Tbilisi University Georgia, KIST Germany, SNRU, Russia, University of Quebec Canada and NUS and NTU Singapore. He has guided/guiding a number of Ph.D/M.Tech/B.Tech and M.Sc students for their thesis/project courses registered in various universities including AcSIR. Dr Akhtar has contributed to establishing a biennial International Conference, ETMN as Technology conference and yearly Workshop / Conference on Flexible Electronics Technolog
He holds many patents to his credit and more than 200 papers in journals and conferences. A number of invited talks, internal research/technical reports and chapters in Books have been in records. He is a life member of Indian Physics Association, Indian Nuclear Society, Instrument Society of India and IETE, India. He is a Senior Member of IEEE, USA and Professional Member of International Solar Energy Society Freiburg Germany. He is an Alumnus of TU Munich and JNU New Delhi. He is honorary member of Chemical Society of Georgia since May 2014. Technology on MEMS Sensor was recognized by DST-Lockheed Martin India-Innovation Growth Programme. He is an awardee of CSIR New Idea Fund Project, Bharat Shiksha Ratan by Global Society for Health and Education Growth New Delhi, Bharat Jyoti award by India International Friendship Society New Delhi. Dr Akhtar is involved as an expert member in number of national and international scientific & academic committees/ bodies. He serves as member in Editorial Team of SCI journals.
